The Central Agency Packaging Register – tasks and functions
The aim of the Packaging Act is to conserve resources and thus protect the environment. In order to fulfil this goal, it transfers responsibility for packaging - including recycling - to the companies that use this packaging. The Central Agency Packaging Register Foundation (ZSVR) monitors the implementation of the requirements of the Packaging Act and ensures greater transparency and fair competition.
The ZSVR was founded in 2017 in accordance with the requirements of Section 24 of the Packaging Act. It is supervised by the Federal Environment Agency. Its tasks are also defined in the VerpackG - specifically in Section 26. The tasks are divided into three areas: sovereign, administrative and private law. Sounds complicated? It is - but don't worry, we'll just give you a brief overview of the ZSVR's tasks here.
The most important thing: The ZSVR operates the packaging register (LUCID). This is where all companies that place packaging on the market in Germany, which then accumulates at end consumers (or comparable sources of waste generation), register. Other tasks of the ZSVR include calculating the market shares for the dual systems and creating standards for measuring the recyclability of packaging.

Centrepiece of the ZSVR: the LUCID packaging register

The main task of the ZSVR is to organise, implement and monitor the German Packaging Act (VerpackG). To realise this task, it has set up the digital LUCID Packaging Register.
This database is the centrepiece of the ZSVR. It enables companies to pass on their manufacturer and brand-related information online to the Central Agency Packaging Register. The fact that this information must be reported to the ZSVR is also regulated in the Packaging Act.
Incidentally, the LUCID Packaging Register is publicly accessible and thus ensures greater transparency. But don't worry, the ZSVR does not publish all your details without exception: In §9, the Packaging Act specifies which data can be viewed by the public:
- the registration number
- the date of registration,
- the name, address and contact details of the company and
- the brand names under which the packaging subject to system participation is placed on the market.

Alle hersteller- und markenbezogenen Angaben, die gegenüber der Zentralen Stelle Verpackungsregister – ZSVR gemacht wurden, lassen sich unter LUCID einsehen. In dem Register veröffentlicht die ZSVR folgende Angaben gemäß § 9 VerpackG:
- die Nummer der Registrierung,
- das Datum der Registrierung,
- Name, Anschrift und Kontaktdaten des Unternehmens und
- die Markennamen, unter dem die systembeteiligungspflichtigen Verpackungen in Verkehr gebracht werden.
Free registration and data reporting to the Central Agency Packaging Register are to-do's that affect all distributors (also referred to as ‘manufacturers’ in the VerpackG) of sales packaging (all packaging that ends up with end consumers). Both obligations ensure that the ZSVR can monitor fulfilment of the requirements. This is how the VerpackG aims to create fair competition.

In addition to registration and data reporting, which you can tick off at the ZSVR via LUCID, there is another particularly important to-do: As companies cannot recycle their packaging themselves, the VerpackG obliges all affected companies to participate in a dual system - such as the Interzero Recycling Alliance (simply click here via Lizenzero). As such a dual system, we then take over the collection, sorting and recycling of your packaging.

All quantity reports and changes to company data must always be submitted to the Central Agency Packaging Register AND the dual system.
All three to-do's apply from the first packaging filled and put into circulation. For very large volumes, there is an obligation to submit a declaration of completeness.

Saving resources and the environment instead of taking risks

If you fail to fulfil your obligations under the Packaging Act, the consequences can be quite far-reaching. For example, fines of up to 200,000 euros can be imposed, or sales bans can be threatened. So: save resources, protect the environment, and simply complete all your to-do's with Lizenzero!

Die Sanktionen bei Verstößen gegen die Vorgaben des Verpackungsgesetzes – hierzu zählen sowohl die Beteiligungspflicht an einem dualen System als auch die Registrierungs- und Mengenmeldepflicht gegenüber der Zentralen Stelle Verpackungsregister – ZSVR – können erheblich ausfallen. So können Bußgelder von bis zu 200.000 Euro verhängt werden und Verkaufsverbote drohen. Des Weiteren haben Wettbewerber die Möglichkeit, auf zivilrechtlichem Weg eine Abmahnung zu erwirken, wenn die Marken eines Konkurrenten nicht oder nicht ordnungsgemäß angegeben wurden.
Dienstleister, die die Meldung bei der Zentralen Stelle Verpackungsregister – ZSVR anbieten, handeln unseriös, da jede Registrierung sowie die Meldung der Mengen stets höchstpersönlich erfolgen muss. Aus diesem Grund sind auch Makler, Systeme oder Außenhandelskammern in diesem Kontext nicht zugelassen. Auch kann eine E-Mail-Adresse für die Beantragung von Zugangsdaten nur einmalig genutzt werden.
